CALL TO ORDER
Chairperson Windscheif called the Green Space Advisory Board meeting to 
order at 7:02 PM.

Resolved that the Green Space Advisory Board hereby approves the Minutes of the 
Regular Meeting of July 22, 2008 as presented.
COMMUNICATIONS
Member Funk noted that nine (9) GSAB members attended the Friends of the 
Clinton River Trail meeting on August 26, 2008.  It was a positive meeting and 
worthwhile to reschedule the regular GSAB meeting in order to attend it.
 
It was also noted that electronic GSAB meeting packets may present a printing 
issue for GSAB members regarding colored charts and graphs.  Mr. Mike 
Hartner, Director of Parks & Forestry offered to supply black and white copies 
upon request.

Chairperson Windscheif noted that resident Mr. Andy Krupp was in attendance.

Discussion regarding Yates Property
Mr. Hartner introduced Mr. Mike Titus who was in attendance to nominate four 
(4) parcels located on the Yates Cider Mill property for green space acquisition. 
Mr. Titus is a son-in-law of Mr. Les Posey, owner of Yates Cider Mill.  Mr. Titus 
briefly discussed the family interest in preserving open space and expanding 
traditions that people have come to enjoy.  
 
Mr. Hartner gave a brief recap comparing the Yates property nominated two (2) 
years ago that fell under a different set of strategies versus the four (4) parcels 
that are currently being nominated today.  He also discussed the preliminary 
scoring relative to the current nominated properties.  A signed nomination form 
will be forth coming.  Mr. Hartner noted that Yates Cider Mill lies within an 
epicenter of two major county links.  Pedestrian recreation traffic could be a 
year-round activity between Yates roadside park and Yates Cider Mill.  
 
Chairperson Windscheif briefly reviewed  the GSAB process by explaining that 
the land owner nominates the property for consideration for GSAB acquisition.  
GSAB members review and score the property according the established 
process.  The scoring may result in a recommendation for land acquisition to 
City Council.  City Council has the final authority to authorize the administration 
to proceed with negotiations, etc.

Discussion regarding Yates Property
General discussion ensued regarding the Yates nominated property location 
that included the following:
 
 ·     Property boundaries, flood planes and rights-of-way
 ·     Future water lines and road re-construction projects
 ·     Environmentally sensitive construction techniques
 ·     Various trail features 
 ·     Master thorough fare plan
 ·     Potential parking areas
 
Mr. Titus noted that during the months of September and October there is a 
very large concentration of people which generate the majority of annual 
revenues.  One of the goals is to develop the area where families would want to 
spend quality time outdoors.  However, a primary concern is having an 
adequate sized parking area.  
 
Chairperson Windscheif thanked Mr. Titus for nominating the property.  Mr. 
Titus welcomed GSAB members to walk the parcels.  Chairperson Windscheif 
noted that the next step will be to schedule a site visit and walk the nominated 
properties and score it as described in the GSAB process.

GSAB Property Nominations & Acquisitions Sub-Committee
Member Gauthier distributed an updated internal log that tracks the status of 
nominated properties.  He also reported that an inquiry was made to Oakland 
Township regarding grants they have obtained to acquire open space 
properties.

GSAB Stewardship & Advocacy Sub-Committee
Member Loebs reported that the sub-committee met but did not have a quorum.  
They will be working on a stewardship proposal.  However, the question pending 
is whether the GSAB millage can be used toward stewardship efforts.

Update regarding any nominated properties
Mr. Hartner gave a brief update on the Harding Road property.  The 
administration has had several discussions with the land owners and are 
moving forward as expeditiously as possible.  However, the grant application to 
Michigan Department of Land Trust was not authorized by City Council, 
therefore, it was not submitted for the August 1st deadline. 
 
Discussion ensued regarding the GSAB's efforts to recommend parcels to City 
Council.

NEXT MEETING DATE
The Board discussed rescheduling the next GSAB meeting from Tuesday, 
September 23, 2008 to Wednesday, September 24, 2008 at 5:30 PM to walk the 
Yates nominated parcels.  Appropriate notices will be posted.

There being no further business to discuss, Chairperson Windscheif adjourned 
the meeting at 8:43 PM.
