Chairperson Carvey called the Green Space Advisory Board meeting to order at 7:00 p.m.

Non-Voting Members Present:  Kurt Dawson, Mike Hartner, Adam Kochenderfer, Omar Ilyas, and Shreya Reddy

Non-Voting Members Absent:  Maura Losh

Others Present:  Lance DeVoe, City of Rochester Hills Park Ranger/Naturalist

Committee Members Dohr, Fleer, Phillips and Losh provided previous notice they would be unable to attend and asked to be excused.

Regular Meeting - July 22, 2014

A motion was made by Gauthier, seconded by Niks, that this matter be Approved. The motion CARRIED by the following vote:

Resolved that the Green Space Advisory Board hereby approves the Minutes of the Regular Meeting of July 22, 2014 as presented.

Chairperson Carvey welcomed Youth Representative Omar Ilays.  He noted that Youth Representative Maura Losh was absent with notice.

Chairperson Carvey distributed an updated internal contact list and asked Mr. Omar if he would like to serve on the Stewardship & Advocacy Sub-committee.  Mr. Omar agreed.

Chairperson Carvey noted that he and Council Representative Adam Kochendorfer received an e-mail from Member Luke Fleer regarding his work commitments conflicting with GSAB meetings which has resulted in being able to attend only one GSAB meeting in 2014.  Mr. Kochendorfer will confirm Mr. Fleer's intentions and report back to GSAB.

Chairperson Carvey noted there was no public present.

GSAB Property Nominations & Acquisitions Sub-Committee

Member Gauthier distributed an updated property acquisitions log that he maintains that includes the newly nominated parcel to be scored later in this meeting.

GSAB Stewardship & Advocacy Sub-Committee

Discuss Stewardship Management Plan

The Board consensus was to review the changes to the draft score sheet at the 

next GSAB meeting.

Review Parcel #15-20-300-005, located on the north side of Riverbend Park in Rochester Hills

Chairperson Carvey opened the floor for the scoring process on this parcel.  For the benefit of new members, Member Gauthier noted the scoring criteria was developed from the Natural Features Inventory and by developing the important aspects of green space features into categories to be scored.   It was noted that GSAB members, along with Naturalist Lance DeVoe, walked the parcel on September 9, 2014 in order to evaluate the parcel as outlined in the Natural Features Inventory Criteria.  The parcel, which is approximately 50 acres, is located on the north boundary of Clinton River and Riverbend Park. 

Each category was reviewed and scored.  The parcel scored a total of 79 points.  The breakdown was as follows: 

A.  Water Resources = 30

B.  Habitat Protections =  15

C.  Recreational/Historical Value = 30

D.  Other Factors = 4

E.  Adverse Factors = 0

Mr. Mike Hartner, Director of Parks & Forestry commented that Riverbend park is considered part of the Oakland County Green Infrastructure Network.  Everyone agreed that this parcel is one of the significant remaining open space properties in the City and is considered to be a "gem".   After the scoring discussion, the Board consensus was to recommend this parcel to City Council for green space acquisition.  Members Gauthier and Graham volunteered to make the presentation to City Council in October.

A motion was made by Peterson, seconded by Graves, that this matter be Approved. The motion CARRIED by the following vote:

Whereas, the Green Space Advisory Board (GSAB) has been diligently working to acquire open space per the Green Space and Natural Features Millage approved in 2005; and

Whereas, the GSAB has developed criteria for open space acquisition and evaluated nominated properties based on the Property Evaluation Criteria, site visits, greenway connectivity, and how the properties fit into Oakland County's Green Infrastructure Network.

Now therefore Be It Resolved, that the Green Space Advisory Board hereby recommends that City Council consider the acquisition of Parcel #15-20-300-005, located on the north side of Riverbend Park in Rochester Hills.

Chairperson Carvey gave a brief update on the status of the Green Space Perpetual Care Trust.  At this time, City Council approved placing $1 million of the Green Space Millage Fund in trust until they are provided with the cost information on stewardship projects.

Mr. Hartner noted that City Council recently approved a 3-year contract to hire Niswander Environmental, LLC as the GSAB stewardship consultant.  Niswander, LLC conducted the Natural Features Inventory for GSAB and will be able to develop a stewardship management plan, and develop the costs associated with prioritizing and conducting stewardship projects.  Mr. Steve Niswander will be invited to the October 28th meeting.
