Chairperson Carvey read a proclamation recognizing and thanking Mr‎. ‎Roger ‎

Moore‎, ‎who retired in January ‎2014 ‎as City Surveyor‎, ‎for his valuable service ‎

on GSAB‎. ‎Staff will make sure the proclamation is given to him‎.‎

The following motion made by Member Phillips and seconded by Member ‎

Gauthier was unanimously supported‎:‎

Resolved‎ that the GSAB hereby supports the proclamation recognizing and ‎

thanking Mr‎. ‎Moore‎.‎

GSAB Property Nominations ‎& ‎Acquisitions Sub‎-‎Committee‎

Mr‎. ‎Mike Hartner‎, ‎Director of Parks ‎& ‎Forestry‎, ‎reported that a parcel located ‎

on Blue Beech Road‎, ‎south of Mead Road on the west side of Sheldon Road ‎

has been nominated for green space acquisition‎. ‎The ‎3‎.‎3 ‎acre parcel is owned ‎

by Mr‎. ‎Henry Kreller who received a letter from GSAB in ‎2006 ‎acquiring about ‎

vacant parcels‎. ‎Mr‎. ‎Hartner noted that the parcel is mostly wetlands‎, ‎making it ‎

a challenging walk‎. ‎Therefore‎, ‎he suggested members drive out to see it from ‎

Sheldon Road‎. ‎GSAB will score the parcel at the May ‎27‎th meeting‎. ‎The maps ‎

and base scoring will be distributed to GSAB via e‎-‎mail‎.‎

Discuss Stewardship Management Plan‎

Mr‎. ‎Hartner distributed an outline from the third meeting with city staff regarding ‎

a stewardship management plan‎. ‎The main focus was to establish a base ‎

scoring criteria to rank stewardship projects much like GSAB had developed for ‎

the acquisition process‎. ‎The goal is to have a draft scoring sheet for the May ‎

GSAB meeting‎. ‎Mr‎. ‎Hartner commented that the consultant position‎, ‎which is ‎

being handled by the Purchasing Division‎, ‎will eventually be posted on the ‎

Michigan International Trade Network ‎(‎MITN‎) ‎and should generate a lot of ‎

interest‎.‎

Discuss sample resolution from Public Safety ‎& ‎Infrastructure Technical ‎

Review Committee‎

Chairperson Carvey reported receiving a request from the City‎'‎s Public Safety ‎

& ‎Infrastructure Technical Review Committee ‎(‎formerly known as the Police ‎& ‎

Road Funding Technical Review Committee‎) ‎to discuss a sample resolution ‎

that states that GSAB does not desire to seek renewal of the Green Space ‎

Millage set to expire at the end of ‎2015‎. ‎After much discussion‎, ‎Adam ‎

Kochendorfer‎, ‎City Council representative‎, ‎offered to explore the intent of the ‎

resolution and report back to GSAB for further discussion‎.‎

Appointment of one ‎(‎1‎) ‎GSAB member to the Green Space Perpetual Care ‎

Trust Board‎

With the establishment of the new Green Space Perpetual Care Trust‎, ‎one ‎

GSAB member will be appointed to the Trust board‎. ‎Mr‎. ‎Hartner suggested that ‎

Chairperson Carvey would be a terrific first appointee since he has dedicated ‎

the last ‎20 ‎years to the goals of protecting the open spaces in Rochester Hills‎. ‎

Board members agreed to appoint Chairperson Carvey for a term to expire ‎

December ‎31‎, ‎2014‎. ‎They further agreed that the GSAB appointment to the ‎

Trust board should take place each January and be for a one year term along ‎

with the annual appointments of the Chairperson and Vice Chairperson‎.‎

A motion was made by Peterson‎, ‎seconded by Graves‎, ‎that this matter be ‎

Approved‎. ‎The motion carried by the following vote‎:‎

Whereas‎, ‎on April ‎7‎, ‎2014‎, ‎City Council approved the Green Space Perpetual ‎

Trust for the purpose of providing a long‎-‎term funding source for multi‎- ‎

generational stewardship activities going forward on city‎-‎owned and‎/‎or controlled ‎

open spaces‎, ‎and‎

Whereas‎, ‎the Green Space Perpetual Trust will have a Trust Board consisting of ‎

three trustees‎: ‎the City Finance Director‎, ‎one City Council member‎, ‎and one ‎

Green Space Advisory Board member‎.‎

Now Therefore Be It Resolved‎, ‎that the Green Space Advisory Board hereby ‎

appoints Member Gerald Carvey to provide input to the Green Space Perpetual ‎

Care Trust for a one year term to end December ‎31‎, ‎2014‎.‎

Chairperson Carvey asked Board members for feedback on the suggested ‎

changes to the GSAB Bylaws and Rules of Procedure‎. ‎The following was ‎

discussed‎:‎

* ‎It was suggested to remove the last sentence of Article II‎, ‎Membership‎, ‎

Section ‎2‎, ‎Voting Members‎, ‎paragraph a‎.‎1‎. ‎because it has been completed‎.‎

* ‎Article III‎, ‎Objectives‎: ‎millage funds should not be confused with the trust ‎

since the millage funds will fund the trust‎. ‎Accessibility is part of the criteria and ‎

scoring that is currently being developed for stewardship projects going forward‎. ‎

The suggested changes mirror the ballot question passed by the voters in ‎

November ‎2013‎.‎

* ‎The City Surveyor recently retired and may not be replaced‎. ‎The fourth ex ‎

officio member in Article II‎, ‎Membership‎, ‎Section ‎2‎, ‎Non‎-‎Voting Members‎, ‎may ‎

be the City Engineer or his‎/‎her designee because stewardship could involve ‎

some aspects of drainage and city infrastructure‎, ‎etc‎. ‎

It was noted that the presented changes were reviewed by the City Attorney prior ‎

to the GSAB meeting‎. ‎Members had no further changes and the consensus ‎

was to present them to City Council for approval‎.‎

A motion was made by Peterson‎, ‎seconded by Gauthier‎, ‎that this matter be ‎

Approved‎. ‎The motion carried by the following vote‎:‎

Whereas‎, ‎the Green Space Advisory Board ‎(‎GSAB‎) ‎has reviewed its Bylaws ‎

and Rules of Procedure and has made suggested changes to appropriate ‎

Articles relevant to stewardship and non‎-‎voting members‎, ‎and includes ‎

removing the last sentence of Article II‎, ‎Section ‎2‎, ‎paragraph a‎.‎1‎.‎

Now Therefore Be It Resolved‎, ‎that GSAB recommends that City Council ‎

approve the proposed changes as amended‎.‎

ANY OTHER BUSINESS

Spring ‎2014 ‎Stewardship Project‎

Member Niks suggested conducting a spring stewardship project to pull ‎"‎garlic ‎

mustard‎" ‎along the Clinton River Trail by the Harding green space parcel and ‎

the Rochester College‎. ‎This area has been addressed by GSAB for the past ‎

two years‎. ‎Member Niks volunteered to organize the event and gather ‎

volunteers‎. ‎Mr‎. ‎Hartner will provide signage‎, ‎bags‎, ‎and have the pulled weeds ‎

picked up‎. ‎The Board consensus was to conduct the project on Saturday‎, ‎May ‎

10‎, ‎2014‎, ‎from ‎1 ‎pm to ‎3 ‎pm‎. ‎Staff will post an appropriate public notice‎.‎

Chairperson Carvey welcomed new member Luke Fleer‎. ‎Introductions were ‎

made and background information was exchanged‎.‎
