Chairperson Carvey called the Green Space Advisory Board meeting to order ‎

COMMUNICATIONS

The Board welcomed new member Jayson Graves‎. ‎

Member Graves will serve on the Communication, Promotion & Education ‎

sub‎-‎committee‎. ‎Council representative Kochenderfer will serve on the ‎

Administrative & Strategic sub‎-‎committee‎.‎

Chairperson Carvey distributed an updated internal contact list‎. ‎

Chairperson Carvey acknowledged there were no members of the public ‎

present‎.‎

UNFINISHED BUSINESS

2007-0753

Update regarding any nominated properties‎

Mr‎. ‎Mike Hartner, Director of Parks & Forestry, noted there were no new ‎

nominations‎. ‎He gave a brief update for new members regarding the ‎"‎319‎" ‎

conservation easement grant for the development rights to the original Mead ‎

Road property‎. ‎The City could not reach an agreement with the parcel owner, ‎

therefore, it will not be moving forward‎. ‎The $‎500‎,‎000 ‎grant that was awarded ‎

from the Department of Natural Resources & Environment ‎(‎DNRE‎) ‎Trust Fund ‎

for the Sheldon and Mead Road property had to be declined by the City ‎

because the owner decided to withdraw from green space consideration‎. ‎

However, the owner is donating approximately ‎18 ‎acres of wetlands on the ‎

parcel for green space preservation‎.‎

Member Gauthier distributed an updated property nominations and acquisition ‎

log and gave a brief overview of the status for each parcel to bring new ‎

members up‎-‎to‎-‎date‎.‎

GSAB Administrative & Strategic Sub‎-‎Committee‎

Mr‎. ‎Kurt Dawson, City Assessor‎/‎Treasurer, distributed updated information on ‎

the Green Space Millage Fund which was originally approved by the voters on ‎

September ‎13‎, ‎2005 ‎for ‎10 ‎years‎. ‎Revenues collected from ‎2006 ‎through ‎2011 ‎

were approximately ‎6‎,‎330‎,‎855‎. ‎The fund balance as of November ‎30‎, ‎2011 ‎is ‎

$‎4‎,‎229‎,‎205‎.‎75‎. ‎Land acquisitions have totaled approximately $‎2‎,‎035‎,‎000 ‎with ‎

related expenses of approximately $‎66‎,‎650‎.‎

About $‎3‎,‎345‎,‎457 ‎is estimated to be collected for budget years ‎2012 ‎through ‎

2015‎. ‎It was noted that the millage rate dropped from ‎.‎3000 ‎to ‎.‎2972 ‎after the ‎

first year due to the Headlee rollback‎. ‎The millage has stayed at ‎.‎2972 ‎due to ‎

declining property values‎.‎

The Board conveyed their appreciation for the financial update‎.‎

GSAB Communication, Promotion & Education Sub‎-‎Committee‎

Green Space Boundary Signs‎

Member Beth Tilove and Mr‎. ‎Mike Hartner, Director of Parks & Forestry gave ‎

an update regarding the green space boundary signs‎. ‎They will be ordered in ‎

January ‎2012 ‎with a targeted installation date of early spring‎. ‎The markers will ‎

be a brown double‎-‎sided sign with orange and black letters‎. ‎They will be placed ‎

wherever there is a turn in the green space property boundary and wherever a ‎

green space parcel borders private property or a trailway or public road‎. ‎The ‎

cost is estimated at $‎2‎,‎600‎. ‎The committee will draft a notification letter to be ‎

sent to neighboring residents informing them of the installation before it takes ‎

place‎.‎

Second Annual Discovery Hike‎

Member Tilove proposed that Saturday, April ‎21‎, ‎2012 ‎be the Second Annual ‎

Discovery Hike‎. ‎The Board concurred‎. ‎It was suggested to incorporate the ‎

spring stewardship project into the hike to promote education to the public‎. ‎The ‎

event details will be discussed at the January meeting‎. ‎

Member Tilove requested that Chairperson Carvey and Mr‎. ‎Hartner look ‎

into the possibility of improving access from the Clinton River Trail going ‎

south to the river in the area that was used for last year's discovery hike‎.‎

Member Gauthier gave a report previously on the agenda under ‎2007‎-‎0753 ‎- ‎

Update regarding any nominated properties‎.‎

GSAB Stewardship & Advocacy Sub‎-‎Committee‎

Chairperson Carvey spoke on behalf of Member Peterson who was unable to ‎

attend‎. ‎The committee continues to research funding prospects for stewardship ‎

as well as discuss a spring stewardship project‎.‎
